Background in brief
The Healthy Homes Standards came into effect on July 1 2019 to protect the health and wellbeing of all New Zealand tenants and their families by ensuring they have access to one of life’s basic necessities – a home that is warm and dry – something many owner occupiers take for granted.
An aspect of the Standards rarely mentioned is that they also have significant benefits for landlords. Those benefits, which are worth highlighting – especially to landlords who are hesitant or negative about the requirements – include lower vacancy rates, lower long-term maintenance costs and improved capital gain. That’s because efficient ventilation and insulation protects their property from problems forming due to inadequacies in those areas. If left without fixing, small problems can easily become big expensive problems over time.
A compliance timeline was created to give property managers time to prepare landlords and to give landlords the time required to have their property assessed, have any necessary maintenance work done and complete all required documentation.
With the first two deadlines behind us, from 1 July 2021 landlords must ensure full compliance within 90 days for any new or renewed tenancy with all five of the Standards – insulation, ventilation, heating, draught stopping and moisture/drainage. Failure to comply with these puts landlords at risk of incurring a penalty of up to $4,000 for each non-compliant property they own.
